For a great happy hour that has BOTH food and drink specials in the lower east side go to Tapeo 29: 29 Clinton St., bet. Stanton and E. Houston sts. (Friday-Sunday, 5 p.m. to 7 p.m. and Monday-Thursday, 6 p.m. to 8 p.m.). Tapas are extremely popular and usually expensive but Tapeo 29 offers $5-$6 tapas for its happy hour as well as $3 beers and $6 margaritas, mojitos and sangria.

I'd say Pianos has the best happy hour in the lower east side. Super cheap drinks and the food is just as affordable and delicious. Drink specials start at $3 beers and $4 wines and frozen margaritas from 2 p.m. until 8 p.m. They offer $5 appetizers in addition to its cheap drink specials. Pianos: 158 Ludlow St., bet. Rivington and Stanton sts.
